General
Initial service technician refresher training has been developed to update personnel with any changes to legislation or to the rules and regulations associated with manufacturer/ASP operations. The training and assessment activities shall ensure personnel’s’ underpinning knowledge is current and maintained at the required level to carry out their role in a safe effective manner

Successful candidates shall be awarded an initial service technician refresher certificate of a three-year validity

Candidate pre-requisites

Candidates shall hold a valid initial service technician certificate

Aims and objectives

The aim of the initial service technician refresher training programme is to update level 2 service technicians with industry updates and changes

  • If you already have Initial Service Technician Training certificate under ISO 23678-2 and Level 1 Service Technician Training certificate under ISO 23678-3, you can attend this training
  • Within the scope of this training, Initial Refreshment and Level 1 Trainings will be given in order to participate in Level 2 In-Field trainings

  • The total duration of this course is 5 days

Objectives

The objectives are to ensure candidates:
  1. Update and develop underpinning knowledge of the requirements of legislation, industry guidelines, rules, regulations and conventions applicable to the role of a service technician;
  2. Update their knowledge of the procedures for thorough examination, operational testing, overhaul and repair of lifeboats and rescue boats, launching appliances and release gear that are vital to carry out their role in a diligent and effective manner;
  3. Update their knowledge of health and safety legislation in the work environment, including company specific requirements for both onshore and offshore activities.

Learning outcomes

General

During the training programme, candidates shall be required to demonstrate they have the skills and understanding required to be deemed competent in relation to the training outcomes.
To successfully complete the initial service technician refresher training programme, candidates shall be able to explain:

Legislative framework and industry guidelines applicable to a manufacturers and ASP

Relevant rules and regulations, including international conventions, related to the maintenance, thorough examination, operational testing, overhaul and repair of lifeboats and rescue boats, launching appliances and release gear

Procedures for thorough examination, operational testing, overhaul and repair of lifeboats and rescue boats, launching appliances and release gear

Procedures for issuing a report of service and statement of fit for purpose, based on the IMO Requirements, section 5

health and safety legislation in the work environment, including specific requirements for both controlled environment and offshore activities

General

This competence document is designed to meet the in-field and ongoing competence assessment for level 2 service technicians

Candidate pre-requisites for level 2 service technician in-field assessment
To be assessed against the competence statements, candidates shall either have completed the Initial Refresher training in accordance with ISO 23678-2 and have appropriate evidence of experience in-field, or be deemed competent in accordance with the requirements of ISO 23678-2 and ISO 23678-3. They shall either:

  1. Have successfully completed Initial and Level 1 Service Technician controlled environment technical education and training; or
  2. Provide evidence to verify a satisfactory level of previous experience (training logs, previous reports, photographs, or videos)

Competence unit/element titles

Work, health, and safety issues while conduction activities on board

  1. Element 1.1: the people who should be informed and consulted, prior to and during the scope of work;
  2. Element 1.2: the documentation that shall be raised, checked, verified interpreted and completed prior to and during interventions;
  3. Element 1.3: safety checks that shall be carried out prior to commencing work;
  4. Element 1.4: the equipment that shall be examined and attached to safely carry out the work scope.

Annual inspection, maintenance, thorough examination, repair and operational test for lifeboats, rescue boats fast rescue boats their launching appliances and release gear

  1. Element 2.1: davit annual thorough examination;
  2. Element 2.2: davit annual maintenance;
  3. Element 2.3: winch thorough examination;
  4. Element 2.4: winch annual maintenance;
  5. Element 2.5: launching appliance annual operational test;
  6. Element 2.6: lifeboat annual thorough examination;
  7. Element 2.7: rescue boat (including fast rescue boat) annual thorough examination, additional competence requirements;
  8. Element 2.8: lifeboat, rescue boat (including fast rescue boats) annual maintenance;
  9. Element 2.9: release gear annual thorough examination;
  10. Element 2.10: release gear annual maintenance;
  11. Element 2.11: release gear annual operational function test.

Five-year thorough examination overhaul and operational overload test for lifeboats, rescue boats fast rescue boats their launching appliances and release gear

  1. Element 3.1: launching appliance overhaul;
  2. Element 3.2: lifeboat, rescue boat (including fast rescue boat) overhaul;
  3. Element 3.3: release gear overhaul;
  4. Element 3.4: launching appliance and release gear five-year operational overload test.
